To whom it may concern, my name is Timothy Payne; I'm a service connected disabled veteran. I was blown up in a planned insider attack; war is hell.

I've fought this war (War on Terror) for 16 years! I've written two narrations of close combat, traumatic amputations, medication addictions, suicide thoughts, actions, and then found Jesus Christ. I been involved with famous operations such as "Captain Phillips"

I traveled all over the world sharing my testimony, competed in international games, won Paralympic style events and then found myself really inspired to make films. I've seen friends (Wounded Warriors) commit suicide. Motivation is rooted in values, watered with the Holy Spirit, and increased by signs of miracles manifested!

I founded various business and as I transitioned to conduct those business's; by contracting, I moved into contact (face off with enemy). I'm a government contractor and found huge amounts of fraud. Hubzones are used for preferences gaining contracts, and unfulfilled maintenance requirements for years shows trillions worth of fraud!

I submitted multiple amounts of fraud reports, made dozens of inquiries and been completely rejected and threatened. After maneuvering back into state contracting, I had the last draw and submitted a lawsuit regarding Smart Start. Smart Start is an education initiative sponsored by North Carolina's Partnership of Early Education.

In North Carolina's Wake county they have 75 locations. After networking with Gary Carr (Finance director) I sensed lies. I questioned him through various techniques learned in the military and he revealed Guidestar.org.

Guidestar is a global network connecting the organization to various nation's; why is a state/county initiative connected to global entities? Embezzlement? Foul play?

After filing lawsuits (notion of discovery) and researching the foundation of the organization a sinister web began to take shape. According to their Minute Meetings and legislation bill's they refer their grant recipients to "G.S. 143B-434," Travel and Tourism Policy. It's awarded to specific individuals of other nations for benefits; allegedly. In short it appears billions of dollars are embezzled from tax dollars and turned to foreign "tourist," I filed multiple police reports, and a notion of discovery.

Upon realizing the loss of my legs was not for these individuals I sought out a truth and filed 211 form for IRS WHISTLEBLOWERS PROTECTION. Then, recieved threats which led me to flee North Carolina. After reporting to the FBI, and IRS the General Assembly of Raleigh contacted the VAMC Buffalo, NY and allegedly reported I was a danger to myself and others. Certain individuals are connected and Ronald Patrick Waters, was silenced; (Died) allegedly reporting the same program's.

I went to my Father's house; a 25 year federal license firearms dealer, to lock weapons in his safe. He rejected my plea as I was under duress and called his friends who are STATE TROOPERS. I resorted to North Tonawanda Police, I grew up there. I was trying to network, confide, and seek advice. I was arrested, while trying to do the right thing.

I been arrested under false accusations and the media outlets completely embellished the reports. Since being in custody, I've been moved from one attorney to the other. I've been diagnosed from the Buffalo VA for high cognitive function and lite-OCD, since they prescribed medications without proper diagnoses, the Primary Care Team have kept me locked up for over a month! I was advocating for myself.

The Primary care team had also falsely reported to the Niagara county court that I've been non-compliant, but the LPN's, RN's, Staff, and Staff-Aids; plus patients would say the complete opposite. Im beyond upset, but been competent, calm, and had zero incident's.

More false reporting was made stating I needed a competency evaluation and their idea is to discharge me to County Jail. The evaluation could take 60-90 days; I have no legs and my dominate arm is almost completley non-functioning post IED blast July 3, 2011.

On Sunday evening (July 22) prior to discharge Monday; I discovered someone at the VA Hospital created a fake email, accessed my VA E-benefits and changed my direct deposit information. This would of cause me to lose 15k - 20k dollars. Lucky I found it and was able to switch it back to the orginal amount and lock it down until the investigation is completed.

After I made the reports, the primary care team advised me that a competency exam was cancelled and I could move on to Veterans Court. My orginal attorney Rob Singer was fired July 3 and still compromised my court hearing July 11, and while hiring Dominic Saraceno (July 3) he only visited me 1 time. I fired him today July 25.

It's been a month, I been competent, calm, and cooperative and had zero incidents. I missed court again due to malpractices and I been penalized for being my own advocate. Certain people stole my identity and I'm seeking a motivated attorney or group of freedom fighters!

I fired Dominic earlier today for being non compliant or cooperative for my counsel. I've gotten nowhere, 5 thousand dollars in the hole and still without a court hearing.

I lost my legs for "OUR" (American Citizen's) country and I can honestly can revisit a famous statement; "GIVE ME LIBERTY OR GIVE ME DEATH!"

Creating false education entities; hiding in plain sight and using the Lesbian, Gay, Bisexual and Transgender movement as a cover. It's really legislators operating globally biannually as terrorist! Roy Cooper Governor of Raleigh Veto'ed the appropriations act 2017 allocating 1.3 billion dollars to the North Carolina Early Education fund. He also allocated huge sums of money from the Education Lottery Fund! Wakesmartstart.com has the minutes meetings that paint the sinister picture linking their grants to foreign individuals! It's legislative action voted biannually! A certain individual has also won the lottery 415 times according to the North Carolina's annual budget! North Carolina's Partnership programs linked orginizers of embezzlement program to colleges, state officials, auditor, commissioners, and legislators. Contact your representative to validate the findings; they may try throwing you under the bus.

I had been arrested held under false allegations. The American Injustice needs to shared because our children and future is being stolen. Are we going to sit by? Are we going to let these foreign criminals take advantage of our human services and government bodies? Contact the FBI, IRS agents in your local areas to investigate these matters!

May Jesus Christ instill peace, prosperity, and righteousness throughout the land our forefathers fought and bled for. Charge it the game, cause these criminals are INSANE!!!

Look at the facts, I been operating Civil Affairs for 6 years; networking with various professions, social operations and key leaders on a Global Scale.

I've finished my investigation, but been picked up after reporting to FBI special agents and IRS criminal agents, the sad part: everything takes years! President Barack Obama signed PPD-19 to protect whistleblowers, but it does everything but that. It's nothing but a setup to the leaders stealing the money.

This letter is in reference to Timothy Payne who from what I understand has been incarcerated in the Buffalo VA since he was arrested for an incident that occurred a few weeks back.

I run an Art Gallery and Emporium in Raleigh , NC and have gotten to know Timothy over the last 6 months after he approached me at my store asking if he would be able to have a book signing or two during the holiday season here at our store. Being a disabled Vet that was something that we did not hesitate in accommodating him on. He held 2 signings and had well over 60 or 70 people standing in line to meet him and get him to sign his book during a 2 day period of time.

We were so impressed by his demeanor and how well he spoke of his experiences and how he was helping other vets and other people in need of some guidance in life as they deal with their own life struggles.

Tim became an inspiration not only to the folks who purchased his books but the 100's of folks that shopped at our store and who he would meet as he traveled through out our mall here in Raleigh. I cannot express how much he impressed me for someone who gave so much for our country and how he went about his life helping others along the way. He is one impressive individual, while struggling through his life with no legs and undoubtedly other trials and tribulations in his life due to his injuries.

Tim has set up shop here in our store as a place to run his leadership classes and place to meet the ever growing number of people that come in to meet him and get advice. His desk has sat empty now and it is a bit disheartening

I watched him daily as he brought a bit of sunshine to many people here. He has a genuine heart and believes in serving other people through his ministry and leadership. He has given so much of himself and continues to do so on a continuing basis. I have watched him help both financially and emotionally many homeless people, ex vets etc over the short 6 months we have known him.

He even takes the money he has earned from promoting his books and running his small entrepreneurial enterprises and just gives it away to many people in need, never worrying about himself as he keeps saying God will take care of him. How I wish there were many more Timothy Payne's in this ugly world in which we live .

We were all shocked when we seen what happened to him when he went home as we knew he was heading back home where he grew up to try to renew his relationship with his father and ask his father for some help in resolving some old issues with his ex wife and other family members. It was a bit of hard to believe that after going to visit his Dad ( who I had heard yell at Tim over the phone a few times previous when Tim called him while I was present ) he ended up getting arrested and accused of things that of course turned out to be false.

His father accused him of carrying weapons and being a threat when Tim went to see him for advice and counseling on the actual thing he ended up getting arrested for because of his fathers inability to accept his son for who he is. He was trying to do the right thing as usual. If anyone should be accused of doing wrong it is certain family members who keep accusing him of being nuts for believing in Jesus and having faith in something . Where has his family been when he has needed them ? I have only seen his Mother involved in his life and it is obvious she cares for him deeply, but the rest of his family rejects him because he found Christ after his injuries. I, as well as others, see how it hurts him as he tries to renew his relationships with his father and siblings and they just reject him and then say he needs help when they do not even see him as we do. Of course they think little of him if they think he is crazy because he believes in Jesus Christ. What can be wrong if that's what guides you in life on a daily basis. I can think of worse and I see worse things daily.

Yes, he might have a few issues like not being able to concentrate at times, going off on a tangent or being a little to over zealous but to tell you the truth I know of literally a large amount of people that have more issues then I have ever seen Tim have and they all are on some sort of medication. Timothy is one of the more sane individuals I have met over the years. And I consider it an honor to know him.

Timothy has developed a family here in North Carolina of a large group of people that know him and love him. Most of us would do whatever in our power to help him as he has helped so many here.

Timothy might need a bit of guidance and help from time to time as all he has known for years has been serving our country and as anyone knows the toughest thing is being able to adjust back to civilian life after being in the military. He might need a medication adjustment to calm him down but he is not and we have never thought he would ever harm either himself or someone else ever !

We have all been praying here for him and wish he can be back here with us as we miss him dearly..

I hope that who ever reads this will understand that Tim is no threat to anyone and has been an asset to many in this community and elsewhere around the country. To continue to incarcerate him would be a great loss to many who know him and many that should have the opportunity to get to know him..
